Hatcheries Remain a Top Priority for CCA Oregon

As the 2025 legislative session approaches, CCA Oregon is focusing its efforts on several key bills that will shape the future of fishing in the state. Among the most critical is House Bill 5009, which will determine the Oregon Department of Fish and Wildlife’s (ODFW) budget—including a crucial $20 million allocation for hatchery funding.

“Our support for hatcheries is vital, and this bill will decide whether the state has the resources to maintain hatchery salmon and steelhead production at sustainable levels,” said CCA Oregon President Jack Smith. “Without hatchery fish, Oregon’s fishing opportunities would decline significantly.”

Leadership Focus on Hatcheries

Smith credits Dr. Debbie Colbert, the new director of ODFW, for emphasizing hatchery operations as a key component of the state’s fisheries management.

“She understands that 70% of all salmon and steelhead harvested in Oregon come from hatcheries,” Smith said.

Dr. Colbert has been actively engaged with CCA Oregon, attending the 2024 statewide banquet and awards ceremony and recently participating in a statewide Zoom conference where she answered questions from members. She has also agreed to be the keynote speaker at the upcoming statewide banquet and awards ceremony on November 15.

“For the first time in a long time, we have a director who truly prioritizes hatcheries, and it’s been refreshing,” Smith added.
